asked the President of the Board of Trade if, in connection with the payment of allowances to dependants of officers and seamen employed on captured and detained vessels, the Board have now given further consideration to the desirability of extending the scheme so as to cover payments to relatives of officers and men who might lose their lives and compensation for loss of effects?

The question whether the insurance scheme can be extended so as to cover payments to dependants of seamen who lose their lives owing to hostilities but who are not already provided for under the Workmen's Compensation Act is being considered, and I hope to come to a decision very shortly. I will give consideration to the question of insurance of seamen's effects.
