asked the Secretary of State for Foreign Affairs whether any steps have been taken or can be taken to restrict the import of copper into Germany and Austria from the United States through Italy?

Copper has been declared absolute contraband. Any copper shipped for an enemy destination through a neutral country is therefore liable to seizure and confiscation, and His Majesty's Government are effectively exercising their belligerent rights accordingly.
