asked the Postmaster-General whether the casual postmen em- ployed in Manchester are in receipt of only 22s. a week; whether he is aware that this is below the rate fixed by public authorities as necessary to maintain a proper physical standard; whether he is aware that the minimum rate paid by the Manchester municipal authorities for adult labour is 26s. a week; and whether he will at once consider the question of increasing the wage paid to temporary postmen in Manchester to at least the rate paid by the municipality?

The normal rate of pay for a temporary postman at Manchester who is twenty-one years of age or over is as stated by the hon. Member, but I am enquiring whether the circumstances in that city justify the payment of higher wages, and will bear in mind the considerations mentioned.
