The answer to the first part of the question is in the negative. It is impossible to say in answer to a general question under whose direction a police constable or Customs officer may be acting. In some cases it will be under the directions of his immediately superior officer; in others by the express directions of the chief officer of police or Customs for the district; and in others, at the request of the naval or military authority.
