§ Mr. TOUCHEasked the President of the Local Government Board if he will inquire into the action of the Essex and Maldon District Council, complaint being made that they have refused to supply water at a commercial rate for greenhouses and small-holding works, and have charged 3s. 6d. per 1,000 gallons instead of 1s. 6d., while they have supplied an institution in the district at the commercial rate of 1s. 6d. per 1,000 gallons; and will he take steps to secure the adhesion of the Essex and Maldon District Council to the general policy of water boards in agricultural districts, giving all the help they can to small growers, at this time of crisis, as regards the supply of water on a commercial basis?
