§ Mr. NIELDasked the First Lord of the Admiralty if he is aware that, in cases where the procedure prescribed by Article 8, Clause 2, of the King's Regulations has been followed and punishment for a trifling offence has been awarded and served, the commander has refused the applicant leave to see the captain; and whether he will give such instructions as will ensure that petty officers and seamen enjoy the right of access to the captain given by the King's Regulations?
§ Mr. CHURCHILLNo fresh instructions are necessary, as by Article 8 of the King's Regulations provision is made for the procedure to be followed in a case where the authority to whom the appeal is made refuses to forward it.
