asked the Under-Secretary for India whether his attention has been drawn to allegations against the joint magistrate of Tirupattur for flogging juvenile offenders with his own hand; whether his attention has been drawn to the increase in sentences of flogging since this joint magistrate was appointed to the district; and whether the frequency of such sentences and the circumstances under which they are carried out is to be made the subject of representation from the India Office to the Madras Government?

As regards the first part of the question a full statement has been made in the Madras Legislative Council. I will cause a copy of the proceedings of the Council of the 27th January, recording the strong disapproval of the Government of Madras, to be placed in the Library. Inquiry is being made whether the alleged increase in the flogging sentences has taken place.
