§ Mr. JOWETTasked the Secretary for the Colonies whether he will secure and publish a Return showing the proportion of the cost of introducing Indian coolies into the Crown Colonies which now falls respectively upon the planter, the coolie, and general taxation?
Mr. HARCOURTThe information desired by the hon. Member was given as regards Jamaica, Trinidad, and British Guiana in my reply to a similar question by the hon. Member for the Attercliffe Division of Sheffield, on 5th May, 1913. In Fiji the planters bear the whole cost of introducing Indian coolies into the Colony, but the Colonial Government bears the other expenditure referred to in the last paragraph of my answer of 5th May, 1913. The coolies bear no part of the cost of their introduction.
