§ Mr. BIRRELLThe Commissioners of National Education inform me that Miss Mary Ashe and two other girls underwent a competitive examination for two vacancies for monitors in accordance with Rule 130 of the Commissioners' Code. Miss 59W Ashe only took third place and consequently was not appointed. All the candidates had merit certificates. The inspector did not certify that Miss Ashe's record was excellent in all subjects as alleged in the question.
