asked the Secretary to the Treasury if he will state, in view of the fact that at present there exists no Civil Service Court of Appeal, whether Civil servants may legitimately use questions in this House as a means of obtaining information relating to appointments in the public service; and whether the prospects of promotion of any Civil servant would be in any way jeopardised if he sought the services of any Member of this House as regards such questions?

Any information which may properly be asked for by Civil servants with regard to appointments in the public service should be sought from the heads of their Departments in accordance with the recognised practice. The answer to the last part of the question would depend on the circumstances of the particular case. Matters of promotion are within the discretion of the heads of Departments.
