asked the Chancellor of the Exchequer whether his attention has been called to the National Insurance case (85136/13) of Mr. J. W. White, employed by the Hants County Council, from whom contributions to insurance were obtained in error until his employment was exempted from compulsory insurance by Special Order; and whether in this and similar cases the employed person's contributions can be refunded to him?

The hon. Member is incorrect in stating that the contributions referred to were obtained in error. The employment of the insured person referred to rendered him insurable until it was excepted under a Special Order which only came into force on the 30th December, 1912. The Commissioners have no power to refund contributions which were properly payable at the time, but in the event of the insured person re-entering insurance the fact that he had been previously a contributor under the Act could be taken into account in determining his benefits.
