§ Mr. MIDDLEMOREasked the First Lord of the Admiralty whether he is aware that, although the possibility of reaching commissioned rank is now open to the great majority of the classes of men in His Majesty's Navy, it is impossible for skilled artisans of the blacksmith, cooper, plumber, and painter classes to rise above the rating of petty officer, or to attain a higher rate of pay than 3s. 10d. or 4s. a day; and whether he will endeavour to open the higher grades to these classes, and to bring their pay more into line with that ruling ashore and in other branches of the Navy?
