asked the Postmaster-General whether he will reconsider the petition of the telephone contract officers' branch to be provided with attaché cases; and whether he is aware that at present they are obliged to carry their official papers in paper parcels?

I am not aware of any petition from telephone contract officers for attaché cases. In fact, contract officers have in the past definitely refused to use such receptacles on the ground that they are associated with the sample cases used by house-to-house canvassers and consequently would hinder them in their work. Orders have already been given for the provision of a light leather wallet for their use.
