asked the Secretary of State for War whether the four-company system is shortly to be adopted in the Territorial Infantry; and, if so, is there any intention to attach non-commissioned officers from the Regular Army for duty as company sergeant-majors?

Mr. TENNANT

The answer to the first part of the question is in the affirmative. It is contemplated that the four-company sergeant-majors required for the four companies shall be Territorial soldiers.
