asked the President of the Board of Agriculture whether the Board, under Section 1 of the Exportation of Horses Order of 1898 or any other Departmental Order, prevented the exportation abroad of any horses on the grounds of cruelty or physical incapacity during the twelve years prior to, June, 1910; and, if so, how many and from what ports?

The enforcement of the provisions of the Exportation of Horses Order of 1898 rested with the local authorities, and the Board have no record of their proceedings thereunder. A general observation over the working of the Order was kept by the Board's general inspectors, who visited the various ports from time to time and travelled across to the Continent with the animals. It is known that by their intervention and advice the shipment of unsuitable horses was frequently prevented. No record was, however, kept of these interventions.
