asked the Secretary of State for War whether he is aware that General Plumer, of York, is opposed to extensions of command in Special Reserve battalions, and that he has ordered all depot majors, who are, in practice, Regulars, and therefore senior to the Special Reserve majors, to attend annual training, and to do the work of second in command, with the result that the Special Reserve major is unable to learn his work for promotion in the four years; and whether Regulars will be brought in to command each alternate four years, or, if not, at what intervals?

I would refer my hon. Friend to the answer I gave to a similar question on 27th January. I would add that the whole question of the Special Reserve is now being considered by an expert Committee.
