As regards the first part of the hon. Member's question I would refer him to the reply given by my right hon. Friend the Chief Secretary to the Lord Lieutenant in answer to a question by the Member for West Derbyshire on the 12th of December last. I have no information in respect of the second part of the question. As regards the third part, no serial publication can be forwarded by post unpaid unless it be duly certified as upon official business by the head of a Government Department or other officer authorised to do so.
