§ Mr. GODFREY LOCKER-LAMPSONasked the Secretary to the Treasury whether a person who has been employed within the meaning of the Act before 15th July, 1913, and in respect of whom no employer has paid any contribution, will be considered as one not having been previously insured under Section 9 (4) of the Act, even though stamps may be affixed in payment of the said contribution at a date subsequent to 15th July, 1913?
