asked the Secretary for War whether, in view of the fact that it is proposed that officers promoted from the ranks shall count their total rank service towards the six years required to enable them to draw pay at 9s. a day, it is the intention of the War Office that the whole of an officer's service in the ranks should count towards promotion and pension; and, if so, is this retrospective with regard to officers serving who have been promoted from the ranks?
