§ Mr. BIRRELLI have received and am considering the observations of the Commissioners of National Education on the figures which were submitted to me on behalf of the teachers. Having regard to the importance and difficulty of the questions involved I see no reason for thinking that there has been any unnecessary delay on the part of the Commissioners.
