§ Mr. BIRRELLThe Commissioners of National Education inform me that three members form a quorum at the Board meetings. The ordinary routine business is conducted by the Resident Commissioner and the higher administrative officers of the Board. The average attendance of Commissioners at meetings of the Board during the period stated was between thirteen and fourteen. The Commissioners do not think it desirable to give details as to the attendance of individual members of their body, as they consider no useful purpose would be served by furnishing this information.
