§ Mr. HERBERT SAMUELUnder the provisions of the Stamp Act, 1891, a 1d. stamp has to be affixed to a "receipt given for, or upon the payment of money amounting to £2 or upwards." As the monthly instalments of salary of the officers in question exceed this amount, I have no power to refrain from requiring them to affix the stamp to the receipt form.
