§ Colonel SEELYThe sum mentioned is kept as a working margin for carrying on business. The profits have been made from troops quartered in South Africa mainly during and partly since the South African war, and, therefore, belong to the Army generally. The funds are under the control of a board of directors with the General Officer Commanding-in-Chief at their head, composed of staff and other officers as representatives of the troops.
