Mr. BUXTONFrom a report made by Sir William Matthews in 1906 it appeared that the cost of a harbour of refuge on this coast would be very great, and, as at present advised, I am not prepared to say that the case is sufficiently strong to justify any heavy expenditure out of public funds in the absence of any substantial contributions from local sources.
