Mr. McKINNON WOODThe Ordinance was laid on the Table on the 22nd November, and Section 20 of the Universities (Scotland) Act, 1889, provides that if neither House of Parliament within twelve weeks, exclusive of any period of prorogation, presents an Address to the Crown to the contrary, it may be approved by His Majesty in Council. The period expires. on 22nd instant, and so far as the statutory provisions go the answer is therefore in the negative.
