asked the Secretary of State for the Home Department how it is proposed to appoint the inspectors to carry out the new regulations with regard to vivisection; the salaries to be attached thereto; and whether the positions will be filled by open competition?

Mr. McKENNA

I propose to select from among all candidates who may apply those who appear to me to be best qualified to discharge the duties of the post. If by open competition the hon. Member means a competitive examination, that is obviously inapplicable to posts of this nature. I am issuing to the Press, including the medical journals, a statement of the duties of the post and the conditions of appointment. The appointments will be made for a year in the first instance, and the salary will be £500. If the appointments are continued, the salary will rise by £20 a year to a maximum of £600. The persons appointed will be required to give their whole time to the work.
