§ Mr. MASTERMANThe procedure of the Development Commissioners is governed by the applications received from the Various parts of the United Kingdom. The applications in respect of harbour improvement are considered by the Commissioners with due regard to their bearing upon the development of the fishing industry, and to the money available for promoting that and the other purposes for which the Development Fund can be utilised. For further particulars I may refer the hon. Member to the two annual reports of the Commissioners. I fear I could not answer the third part of the hon. Member's question.
