§ Mr. BIRRELLSome delay took place in presenting the Seventy-eighth Report of the Commissioners of National Education to Parliament owing to a correspondence between the Lord Lieutenant and the Commissioners on the subject of the Report. It has now been published, and the Seventy-ninth Report is understood to be in the printer's hands.
