asked the Under-Secretary of State for India whether he is aware of the terms of the Memorandum made by Lord Morley regarding future appointments to the office of Director of Public Instruction in Bengal; and if the appointment to that office recently made fulfils the conditions laid down in Lord Morley's Memorandum?

My hon. Friend presumably refers to a Resolution published by the Government of India in 1906 on the receipt of a despatch from Lord Morley. The procedure there laid down has been exactly followed.
