§ Mr. HERBERT SAMUELAs I stated in answer to a question by the Noble Lord the Member for West Perthshire on the 4th of February last, telegraph extensions are given only where there is a reasonable prospect that the expenditure will be covered by the revenue or where the persons to be benefited by the extension guarantee to pay a fixed proportion of the loss.
