asked the President of the Board of Agriculture whether county councils have any power to prevent the transmission of Irish or other stock by rail through their administrative areas; and, if so, whether the powers of all such authorities in this connection are the same, or whether and to what extent they differ?

A local authority have no power to prevent the movement of animals into or within their district where the animals are moved through the district by railway from a place outside the district to another place outside the district without unnecessary delay and without being untrucked or rebooked within the district. The position of all local authorities is identical in this respect.
