§ Mr. RUNCIMANA local authority have no power to prevent the movement of animals into or within their district where the animals are moved through the district by railway from a place outside the district to another place outside the district without unnecessary delay and without being untrucked or rebooked within the district. The position of all local authorities is identical in this respect.
