§ Mr. McKENNAThe number of persons detained on 1st January, 1910, was 917; on 1st January, 1911, 807. Of these, seventy-eight and sixty-seven could at once be definitely classified as so defective as to require permanent control. A large number of others were defective in a minor degree.
