asked the Secretary of State for War whether' his attention has been called to Memorandum No. 149 B.A. 18, dated 21st August, by the Deputy-Assistant Adjutant-General, 9th Division in India to the general officer commanding Southern Brigade, in reference to the question of furlough, affecting various regiments now stationed in India; whether such memorandum alters the conditions of furlough, making ten years' service in India necessary before non-commissioned officers can obtain furlough to England, instead of the previous regulation of six years; if so, what is the reason for the change; and whether he can see his way to bring the regulation back to the conditions under which the men entered His Majesty's service?
