§ Colonel SEELYCases occurred at the late manœuvres of inconvenience and discomfort being caused to the troops by motor-cars passing them at a high rate of speed and covering them with dust. The existing Manœuvre Acts do not enable the authorities to impose any speed limits on motor-cars, and it may be necessary, for this and other reasons, in future to enforce more rigidly the powers for closing roads at manœuvres.
