CARLILEasked the Secretary of State for the Home Department, whether he will ascertain the reasons why the two delegates from Switzerland, one of whom was the Swiss Minister to France and was chosen Vice-President at the Congress of Paris on the White Slave Traffic did not sign the International Convention on this subject on 4th May, 1910?
§ Mr. McKENNAI am not aware of the reasons why the Swiss delegates did not sign the Convention, but I understand that it was signed by those delegates who had the necessary authority from their Governments, and that in other cases it was referred to the Powers for consideration.
