§ Mr. KINGasked the President of the Board of Education whether he has sanctioned any regulations made by local education authorities preventing children being transferred or admitted into public elementary schools except on certain dates; and under what Statute such regutions have been made and sanctioned?
Mr. PEASEThe Board have on several occasions stated that they see no reason why arrangements should not be made to prevent migration of scholars, without satisfactory reason, from one school to another. They have always been careful to explain that any complaint made by a parent under Article 53 (a) of the Code would have to be dealt with on its merits and after due consideration of the circumstances of the case. I am not aware of any Statute under which sanction is required for such regulations.
