§ Mr. HERBERT SAMUELThe arrangements referred to were carried out in 1881. I am unable to trace any Papers relating to the installation. The bell circuit is tested and maintained by the Post Office officials. It is not connected with the Division bell system, but is worked independently from the Opposition Whip's room.
