Mr. BURGOYNE

asked the First Lord of the Admiralty whether it was laid down in the Circular Letter No. 10, of 11th March, 1912, and the Order in Council last spring relative to the same subject and dealing with the payment of War Staff allowances, that officers, when employed in War Staff appointments, will receive an allowance of 5s. a day if of commander's rank and 4s. a day if of lieutenant's rank; whether such allowance is being paid only to eight commanders and not to other officers holding staff appointments; and whether either of these eight officers has ever served in the Naval Intelligence or Mobilisation Department at the Admiralty?

The answers to the first two parts of the question are in the affirmative, and the answer to the third part is in the negative.

asked in what War Staff appointments the fifteen lieutenants, Royal Navy and Royal Marine officers, who may qualify annually for the War Staff, will be eligible for the War Staff allowances?

Mr. CHURCHILL

The War Staff was designed to provide a body of officers so trained as to qualify them for employment at the Admiralty, on the staffs of Commanders-in-Chief, or other flag officers, in squadrons, torpedo or submarine flotillas, and at naval bases, in such numbers as the Admiralty may from time to time decide.
