§ Mr. HERBERT SAMUELThe Post Office Guide indicates that receipts for value received are transmissible abroad at the rate for commercial papers and not at that for printed papers, since they are not mentioned among the articles specified on page 56 of the current issue as transmissible exceptionally at the printed paper rate, although worded partly in manuscript. I have, however, given instructions for the point to be made clearer, and am obliged to the hon. Member for his suggestion.
