asked the Secretary for Foreign Affairs when he expects to receive the detailed Report of the inquiry by the commercial attaché at St. Petersburg into the question of adequate Consular representation in Russia; and whether the question of raising the status of the Consulate at St. Petersburg to that of Consulate-General and of increasing the number of salaried officials there can be considered without waiting for the general Report regarding the whole of Russia?

The Report by the commercial attaché has now been received, and his recommendations shall be carefully considered. Until this has been done I can give no definite reply to the second part of the question.
