Mr. SNOWDEN

asked the Secretary to the Treasury whether, in filling up from the ranks of the Civil Service certain posts in the new Insurance Department, the choice and the invitation to volunteer for such posts have been restricted to those only who are graduates of universities; if so, what were the posts in question; and what special qualifications university graduates are supposed to possess which qualify them above all others for insurance work?
