§ Mr. HERBERT SAMUELI am aware that while the postmen acting as assistant inspectors of telegraph messengers at Dublin are receiving their privilege of meal relief during official hours, their duties, which are very simple, are performed by senior boy messengers. I consider the arrangement, which is frequently adopted in similar circumstances in the Post Office service, to be suitable, and do not propose to alter it.
