asked the Under-Secretary for War whether the lecturers who are at present engaged in explaining the National Insurance Act by means of open-air speeches to employés of the Small Arms Factory during the dinner-hour are speakers from the Insurance Commissioners; and, if so, whether, in view of the shortness of the dinner interval for this purpose, in addition to meal-time he could arrange for a short period being added to the dinner-hour in order to give to all an opportunity of hearing the whole of the speeches delivered without hurrying their meal?
