§ HERBERT SAMUELWithin the last eighteen months ten ex-telegraph messengers have been discharged from work at the Holloway Telegraph Factory after periods of trial varying from four to eleven months. In nine cases the discharge was due to indifferent conduct or want of aptitude, and in one to physical unfitness. All the boys were under seven-
teen when discharged. In no case was the discharge due to slackness of work.
