asked the Postmaster General if he is aware that the new white letter-cards issued by the Post Office are defective in so far as their contents can be read if the card is held to the light; if he can say by whom these cards are manufactured; if it is a condition of the contract that they shall be opaque, or if the present card has been passed by the authorities on the ground of economy; and if a return will be made to the blue letter-cards in use until recently, which did not possess the quality of transparency?

The change of colour of the letter-cards from blue to white was made by me not to save cost of manufacture, but to improve appearance. The manufacturers are Messrs. McCorquodale, and supplies of the cards would not, of course, have been accepted from them if the cards had fallen short of contract requirements. The question of using a material more completely opaque than the present is now under consideration.
