asked the President of the Board of Education what was the reason for the increase during the period 1906–12, as compared with the period 1900–5, in the number of junior examiners appointed by the Board; and whether, with the exception of the posts filled by promotion from the clerical staff, the seventy-five appointments made were all patronage appointments without qualifying or competitive examination?

The difference of five between the number of junior examiners appointed by the Board of Education during the six years ending 31st December, 1905, and the number appointed during the six years ending 31st December, 1911, is accounted for partly by accidental variation and partly by the increase of work falling on the Department. All the seventy-five appointments in question, including those filled by promotion from the clerical staff, were made without regard to any qualifying or competitive examination.
