asked the Postmaster-General why those who send a deferred delivery cable to Australia are required to pay for an extra word in order to indicate that the cable is a deferred one?

It is necessary to insert an indication in deferred telegrams to distinguish them from telegrams paid for at the ordinary rate. The International Telegraph Convention provides for the charging of supplementary indications as one word, and it would not be desirable to make an exception from the ordinary practice in the case of deferred telegrams.
