asked the Postmaster-General if he will consider the possibility of giving some preferential treatment in the use of public telephones to subscribers renting telephone instruments; and, if so, whether he will consider the possibility of securing that preference by selling to such subscribers specially-marked metal discs available as pennies in the automatic boxes, such discs being sold at a substantial discount?

As the expenditure involved in the provision and maintenance of public telephones is the same whether the users are telephone subscribers or not, I regret that I do not see any ground on which the use of such telephones could be allowed to subscribers on preferential terms.
