§ Mr. RUPERT GWYNNEasked the Secretary to the Treasury if it is with his knowledge and sanction the Insurance Commissioners are requesting clerks to rural district councils to post notices relating to the National Insurance Act on all church and chapel doors in their area; whether he will state under what authority rural district councils can act as billposters for the Treasury at the expense of local ratepayers; and whether it is intended to refund the cost of such bill-posting from Treasury funds and so avoid the risk of surcharge by auditors?
§ Mr. MASTERMANHaving regard to the importance of giving the widest publicity to the requirements of the Act, the Commissioners invited the local authorities to post notices identical with those exhibited at the Post Offices and other public buildings. If difficulty arises in any case as regards the audit, the matter can be referred to the Local Government Board.
