§ Mr. TENNANTThe actual precautions to be taken at swimming practices are left to the discretion of the general officers commanding-in-chief concerned. The general officer commanding-in-chief has been requested to forward a report on this accident, and to state the steps he proposes to take to guard against a similar occurrence.
